La Conférence de Bali sur les changements climatiques a permis aux parties de s’entendre sur un processus de négociations pour parvenir d’ici la fin de 2009 à un nouvel accord international destiné à succéder au Protocole de Kyoto. Si la définition d’objectifs plus ambitieux est un impératif, aucune réponse ne sera efficace sans un élargissement du champ d’application du futur texte et la participation d’États « clés ». Le régime post-Kyoto devra prévoir de nouveaux mécanismes et une consolidation des dispositifs mis en place par le cadre actuel. Les réticences de certains États à accepter des engagements contraignants, d’une part, et l’interdépendance des actions à mener, d’autre part, supposent un renforcement de la coordination et de la coopération des acteurs internationaux.
Abstract
The climate change conference in Bali enabled parties to agree on a negotiation process so as to reach a new international agreement by the end of 2009, which is intended to follow the Kyoto Protocol. If the definition of objectives is necessary, no response will be efficient unless the scope of the new document is enlarged and « key » States take part in it. The post-Kyoto regime will have to provide new mechanisms as well as consolidate the systems set up by the actual framework. The unwillingness of some States to accept binding obligations and the interdependence of actions to be conducted both require an enhancement of the coordination and of the cooperation of the international actors.
