Résumé
Dans une institution internationale comme l’Organisation mondiale du commerce (OMC) où les relations sont fortement asymétriques, les pays les plus faibles sont structurellement défavorisés. Toutefois, ils peuvent combattre cette tendance en formant des coalitions, comme le suggère la littérature théorique. C’est cette voie qu’ont choisie à l’OMC de nombreux pays en voie de développement. Avec le temps, leurs coalitions sont devenues beaucoup plus efficaces pour contrer les prétentions des pays plus puissants à durcir la réglementation sur les brevets. La coalition de pays en voie de développement qui s’est mobilisée autour des questions de propriété intellectuelle et de biopiraterie a obtenu un certain succès, lequel peut s’expliquer par le choix d’une forme combinant solidité et souplesse.

Abstract
Inside an international institution such as the World Trade Organization (WTO) where strong asymmetrical relations prevail, the weakest countries are generally disadvantaged. However, they can reverse the trend by developing coalitions as suggested by the theoretical literature. This is the route chosen by many developing countries in the WTO. Over time, their coalitions have become much more effective in countering the claims of the most powerful countries which want to strengthen patent law. Coalition of developing countries that mobilized around issues of intellectual property and biopiracy countries has shown some success, which can be explained by the choice of a form combining strength and flexibility.

En una Institución Internacional como la Organización Mundial de Comercio (OMC) donde las relaciones son fuertemente asimétricas, los países más débiles son estructuralmente desfavorecidos. Sin embargo, pueden combatir esa tendencia formando coaliciones, tal y como lo sugiere la teoría. De hecho, ésa es la vía elegida por muchos países en desarrollo (PED) en el marco de la OMC. Con el tiempo, sus coaliciones se han vuelto mucho más eficaces para hacer frente las pretensiones de los países más poderosos, particularmente en lo que respecta al endurecimiento de la reglamentación de las patentes de invención. La coalición de PED que se movilizó en torno a cuestiones de la propiedad intelectual y de la biopiratería probo tener cierto éxito, y ello se explica en parte por su combinación de solidez y flexibilidad.
