Résumé
En 2015 était rendu public l’Examen externe sur l’inconduite sexuelle et le harcèlement sexuel dans les Forces armées canadiennes de Marie Deschamps. Après la publication du rapport Deschamps, les autorités militaires ont finalement admis qu’il existait une culture sexualisée menant au harcèlement et aux agressions sexuelles et qu’un changement culturel à long terme s’imposait. Les Forces armées canadiennes ont choisi une approche opérationnelle (l’opération honour) pour résoudre le problème de la violence sexuelle. Désormais, c’est une plateforme de « force par la diversité » qui est mise en avant pour traiter les dynamiques du genre au sein de l’organisation. Cet article examine la façon dont l’approche militaire actuelle relativement aux questions de genre se compare aux approches précédentes.

Abstract
Marie Deschamps released her External Review into Sexual Misconduct and Sexual Harassment in the Canadian Armed Forces in 2015. Its effect was that military authorities at last acknowledged the existence of a sexualized culture conducive to sexual harassment and assault in the military as well as the need for long-term cultural change. In addressing sexual violence the Canadian Armed Forces elected to go with an operational approach (Operation honour). The organization has since established “strength through diversity” as its platform for dealing with internal gender dynamics. The article looks at how the military’s current approach to gender issues compares with its predecessors.

Resumen
En 2015 se hizo público el Examen Externo sobre Conducta Sexual Indebida y Acoso Sexual en las Fuerzas Armadas Canadienses de Marie Deschamps. Luego de la publicación del informe de Deschamps, las autoridades militares admitieron finalmente que existía una cultura sexualizada que conducía al acoso y a las agresiones sexuales y que se imponía un cambio cultural a largo plazo. Las Fuerzas Armadas Canadienses eligieron un enfoque operativo (la operación honour) para resolver el problema de la violencia sexual. De ahora en más, se privilegiará una plataforma de “fuerza por la diversidad” para tratar las dinámicas de género en la organización. Este artículo examina la manera en que el enfoque militar actual sobre las cuestiones de género se compara con los enfoques anteriores.
