Le Timor-Oriental dans l'après Suharto : espoirs d'ouverture pour le règlement du conflit (Note)

Résumé

Le Timor-Oriental constitue un point noir dans l'histoire des Nations Unies, car l'occupation militaire indonésienne s'y maintient depuis plus de vingt ans malgré de nombreuses résolutions et des démarches de plusieurs Secrétaires généraux. Nul n'est innocent dans la tragédie du peuple du Timor-Oriental, en particulier les Nations Unies, le Portugal, l'Indonésie, l'Australie et les États-Unis, le Japon et les dirigeants politiques du Timor-Oriental. Le peuple de ce territoire était et est encore la victime de l'irresponsabilité collective, des erreurs de jugement de certains et de l'indifférence de beaucoup d'autres. Il s'agit aujourd'hui de profiter des changements récents survenus en Indonésie pour trouver une solution juste, globale et acceptable par tous en renforçant le dialogue intertimorais et en réglant la question de la souveraineté à l'échelle internationale. Un règlement de la question par un processus de réconciliation est possible même si les marques de divisions sont tenaces et la transition difficile et risquée.

Abstract

East Timor is a black page in the history of the United Nations. Indonesia's military occupation has lasted over twenty years despite numerous resolutions and efforts by several Secretary-generals. No one is innocent in the tragedy of the people of East Timor, in particular the United Nations, Portugal, Indonesia, Australia and the United States, Japan and East Timor's political leaders. The people of this territory were and still are victims of collective irresponsibility, of the errors in judgment of some, and of the indifference of many others. Today, we need to take advantage of the recent changes in Indonesia and find a fair and comprehensive solution acceptable to all by supporting dialogue among the Timorese and by settling the sovereignty issue internationally. A process of reconciliation can settle this issue, even though the marks of division mil not go away easily and the transition promises to be difficult and risky.
