As a permanent population established itself on the island of Newfoundland inthe 19th century, the various sectors of society jostled each other for a share of control over their society. In the Conception Bay outports of Harbour Grace and Carbonear the social divisions and alliances which spawned an active culture of resistance formed around ethno-religious groups, political affiliation, and social class.

The first part of this paper will recount a number of diverse collective plebeian acts and look at the natives and loyalties connected with each. Part two deals with election violence with which the population used informal means to affect change in a formal theatre. Section three is devoted to the largest plebeian disturbance of the decade; the 1832 sealers' strike. Here fishermen overcame their various social biases to work in class ways for their common good

Alors qu'elle acquiert une population plus permanente au cours du 19e siècle, l'île de Terre-Neuve devient le théâtre d'un rapport de force entre différents groupements sociaux pour le contrôle de leur société. A Harbour Grace et à Carbonear, dans Conception Bay, les divisions et les coalitions sociales, sources d'une vibrante culture de résistance, se dessinent suivant l'appartenance ethno-religieuse, les liens politiques, et les classes sociales.

Cette étude s'amorce par un compte-rendu des différentes manifestations populaires collectives ainsi que de leurs adhérents et allégeances respectifs. Elle examine ensuite la violence électorale, lorsque la population tente d'obtenir gain de cause en répondant aux formalités politiques par des moyens plus informels. Vient enfin un volet consacré à la plus importante agitation populaire au cours de cette décennie: la grève des chasseurs de phoques en 1832. C'est alors que les pêcheurs parvinrent à surmonter leurs préjugés sociaux en entretenant des rapports de classe plus conformes à leur condition collective.

This article studies the initial organization and development of the St John's Longshoremen's Protective Union in the years 1890 to 1914. Undoubtedly the city's most important union the LSPU organized all waterfront workers in the city, including the numerous boys who worked on the docks, and later extended the organization to include the city's sanitation workers. Through militancy and frequent strikes the LSPU established a permanent presence in St John's. The success of the LSPU is contrasted with the experience of longshoremen in Atlantic Canadian ports to raise questions about earlier interpretations of class solidarity within merchant capital.

Nul doute la plus importante organisation syndicale à Saint-Jean, la LSPU recruta tous les ouvriers portuaires, dont plusieurs garçons travaillant sur les quais, et parvint ensuite à étendre son organisation aux employés sanitaires municipaux. Par son militantisme et de fréquents conflits de travail la LSPU s'assura une présence permanente à Saint-Jean. En contrastant son succès avec l'expérience d'autres débardeurs dans les ports atlantiques canadiens, cette étude s'interroge sur les interprétations concernant la solidarité ouvrière face au capital marchand.

As the Canadian and international record will testify, the years between 1917-1920 were critically important to workers' aspirations for industrial unionism. An account of the Newfoundland Industrial Workers' Association (NTWA) has largely been passed over in the writing of the Island's labour history. Yet this organization figures prominently in the events which helped to shape the labour-capital relationship during the wartime period. In the Newfoundland context, the effective use of the strike weapon during this period is a telling indicator of the heightened sense of militancy resulting from the temporary convergence of labour organizations around issues relating to the war. Centred in St John's, but exerting an Island-wide presence, the NTWA arose out of a pressing need for Newfoundlanders to address the economic and political exigencies of World War I. This article examines the NTWA in terms of its structure, membership, and mandate for change with specific reference to the major confrontation waged between the NTWA and their principal opponent, the Reid Newfoundland Company in the spring of 1918.

Comme on peut l'observer dans le contexte canadien et à l'échelle internatio-nale, les années de 1917 à 1920 furent d'une importance capitale pour les ouvriers aspirant au syndicalisme industriel. Largement négligée dans la littérature sur le mouvement ouvrier terre-neuvien, la Newfoundland Industrial Workers' Association (NTWA) joue pourtant un rôle de premier plan dans les événements qui marquèrent les rapports entre le capital et le travail au cours de ce conflit mondial. Dans le contexte terre-neuvien, le recours efficace à la grève constitue un indice révélateur d'un esprit de militantisme accentué, fruit du ralliement temporaire des associations syndicales en réponse aux problèmes soulevés par la guerre. Située à Saint-Jean mais manifestant sa présence dans toute l'île de Terre-Neuve, la NTWA est issue du besoin pressant chez les Terre-Neuviens de réagir aux exigences économiques et politiques de la première guerre mondiale. Cette étude porte sur la structure, la composition, et le programme de réforme de la NTWA, s'attardant particulièrement à la confrontation majeure opposant la NTWA à son principal adversaire, la Reid Newfoundland Company, au cours du printemps 1918.

The dominion of Newfoundland gave up responsible government in 1934. From then until 1949, when it joined Canada, Newfoundland was governed by a Commission responsible to the British government in Westminster.

The ostensible cause of the collapse of democratic government in Newfoundland was a financial crisis and the country's impending bankruptcy triggered by a drastic fall in state revenue during the depression of the early 1930s. The financial side of the crisis, Newfoundland's economic weakness, and the broad politicalevents of the period have received considerable attention. But aspects of Newfoundland's internal politics have not received the attention they deserve.

It has been noted that there was little opposition to the movement in favour of an end to democratic government developed in Newfoundland in the early 1930s. It is aspects of this movement that are examined in this paper. Why did people in Newfoundland not only accept, but in many cases openly work for, and end to responsible government? In trying to answer this question attention is focused on the actions of labour leaders and the political representatives of the working classes. In particular, the disillusion with democracy of two key reformers, JR. Smallwood, the founder of the first Newfoundland Federation of Labour, and William Coaker, the founder of the Fishermen's Protective Union, is explored.

Apres avoir renoncé à la responsabilité ministérielle en 1934, Terre-Neuve fut administrée par une Commission responsable auprès du gouvernement britannique,à Westminster, jusqu'à ce qu'elle se joigne au Canada en 1949. En cette période de la dépression, une crise financière et la faillite imminente du pays précipitée par la baisse dramatique des revenus de l'État demeurent la cause la plus apparente de la chute du gouvernement démocratique de Terre-Neuve. Une attention considérable a été ainsi consacrée à la dimension financière de la crise, à la faiblessede l'économie terre-neuvienne, et aux grands événements politiques de la période. En contrepartie, certains aspects de la politique domestique de Terre-Neuve n'ont pas reçu toute l'attention méritée.

D'aucuns ont reconnu que le mouvement pour mettre un terme au gouvernement démocratique de Terre-Neuve souleva peu d'oppostion au début des années 1930. Cette étude examine certains aspects de ce mouvement. Pourquoi les habitants de Terre-Neuve ont-ils accepté sinon encouragé l'abolition de la responsabilité ministérielle? Nous avons cherché réponse à cette question en se penchant sur les activités des meneurs syndicaux et des représentants politiques des classes laborieuses. Il s'agit d'examiner, en particulier, la contribution de deux réformistes clefs désabusés par la démocratie, soit J.R. Smallwood, fondateur de la première Fédération du Travail de Terre-Neuve, et William Coaker, fondateur de la Fishermen's Protective Union.

The early 1930s witnessed the deterioration of truck relationships between fishermen and merchants in Battle Harbour, a Newfoundland fishing community located on the coast of Labrador. By taking advantage of changes in the fishery, more prosperous fishermen began to deal with other firms, undercutting Baine, Johnston's domination of Battle Harbour. As Baine, Johnston withdrew winter credit, poorer fishermen threatened the firm with direct, violent action which neither the merchant nor the state were able to deal with except by granting relief. Such actions by Battle Harbour fishermen indicate that they were able to step outside the supposed limits of the culture of their kin-based villages, and confront directly the exploitation of merchant capital in the cod fishery.

Située sur la cote du labrador, la communauté terre-neuvienne de Battle Harbour vit la détérioration du système de troc et de crédit transformer les rapports entre pêcheurs et marchands au début des années 1930. Profitant d'un changement dans les pêcheries, les producteurs les plus prospères entreprirent de miner l'emprise de la maison Baine et Johnston en traitant avec d'autres firmes. Moins fortunés, les autres pêcheurs se soulevèrent directement et violemment contre Baine et Johnston lorsqu'on leur retira leurs avances de crédit hivernal, laissant le marchand et l'État sans autre recours que l'octroi de secours publics. Cette confrontation signale que les pêcheurs de Battle Harbour pouvaient franchir les soi-disant limites d'une culture villageoise axée sur les groupes familiaux afin de faire face à l'exploitation du capital marchand dans la pêche à la morue.
