Prepared for the 2012 McGill Law Journal Annual Lecture on February 29, 2012. Mary Dawson, C.M., Q.C., is currently the conflict of interest and ethics commissioner of Canada. She retired as associate deputy minister from the Department of Justice of the Government of Canada in 2005. She was the lead legal advisor to the Government of Canada on constitutional matters from 1986 until her retirement and was responsible for drafting all constitutional amendments from 1981 until her retirement.
