Le présent article montre l’intérêt heuristique de cette approche tout en traçant de nouvelles pistes de réflexion susceptibles de combler ses principales lacunes théoriques, notamment son incapacité de rendre compte de la teneur spécifique des choix techniques et idéologiques qui façonnent les politiques sociales. Afin de dépasser ces lacunes, il convient de prendre en considération deux facteurs socio-économiques dans le cadre théorique général du néo-institutionnalisme historique : pour circonscrire l’impact des intérêts économiques sur les décisions politiques, il faut mettre l’accent sur la protection sociale offerte par le secteur privé ; pour circonscrire l’influence des idées sur l’élaboration des politiques sociales, il faut analyser les paradigmes véhiculés par les experts, les réformateurs et les politiciens. Les notions de champ et d’habitus formulées par Pierre Bourdieu pourraient également contribuer à cette intégration théorique en soulignant à la fois l’autonomie et le haut degré de structuration institutionnelle et idéologique de l’arène politique. AB - Since the 1980s, new historical institutionalism has played a central role in the theoretical debates concerning the history and the current transformations of the welfare state. This article demonstrates the intellectual value of this approach while offering new theoretical insights aimed at moving beyond its current limits, notably the incapacity to throw light on the specific content of the technical and ideological choices that shape social policies. In order to move beyond these limitations, it is appropriate to take into account two socio-economic factors in the general context of new historical institutionalism : in order to take into account the impact of economic interests on policy-making, put the emphasis on the social protection offered by the private sector ; in order to understand how ideas shape policy outcomes, analyze the paradigms framed by policy experts, social reformers and politicians. Bourdieu’s concepts of field and habitus could contribute to this theoretical integration by showing the autonomy and the great level of institutional and ideological structuration of the political arena.
