L’objectif de cet article est d’offrir une perspective historique, politique et institutionnelle sur le programme fédéral de péréquation. L’article montre comment les institutions politiques et le développement même de ce programme structurent les débats qui l’entourent et les changements adoptés depuis sa création. Après avoir formulé un cadre théorique inspiré de l’institutionnalisme historique, l’article explique l’émergence de la péréquation et l’adoption du programme fédéral avant d’explorer les débats et les changements subséquents et, finalement, les controverses des années Martin et Harper. Dans la dernière partie de l’article, nous expliquons comment les structures de gouvernance de la péréquation ainsi que la nature compétitive du fédéralisme exécutif et certaines perceptions au sujet de ce programme font qu’il représente une source potentielle de conflits intergouvernementaux. Nous expliquons aussi que l’apparition de gouvernements minoritaires à partir de 2004 ainsi que la dynamique politique sous le gouvernement Martin ont favorisé la politisation du programme de péréquation, qui est alors devenu l’objet de controverses et de conflits majeurs entre les gouvernements fédéral et provinciaux.
Abstract
The aim of this article is to provide a historical perspective on the political and institutional underpinnings of the federal equalization program. The article shows how political institutions and the very development of the program over time structure the debates that surround it and the changes adopted since its inception. After formulating a theoretical framework inspired by historical institutionalism, the article explains the emergence of equalization as a policy issue and the adoption of the federal program in 1957 before exploring the debate over, and subsequent changes to that program and, ultimately, the controversies of the Martin and Harper years. In the last part of the article, we explain how the governance structures of equalization and the competitive nature of executive federalism as well as some of the perceptions surrounding the program make it a potential source of intergovernmental conflict. We also explain how the emergence of minority governments starting in 2004 and the political dynamics during the Martin government have stimulated the politicization of the equalization program.

Daniel Béland est titulaire de la Chaire de recherche du Canada en politiques publiques à l’Université de la Saskatchewan. Ses travaux actuels portent principalement sur la protection sociale et les politiques fiscales. Il a publié huit livres et une soixantaine d’articles dans des revues avec comité de lecture. Son plus récent livre (codirigé avec Robert Henry Cox) s’intitule Ideas and Politics in Social Science Research (Oxford University Press, 2010).
André Lecours est professeur agrégé à l’École d’études politiques de l’Université d’Ottawa. Il est l’auteur de Basque Nationalism and the Spanish State (University of Nevada Press, 2007) et coauteur (avec Daniel Béland) de Nationalism and Social Policy. The Politics of Territorial Solidarity (Oxford University Press, 2008). Il a dirigé New Institutionalism. Theory and Analysis, publié par The University of Toronto Press en 2005.
