L’aide alimentaire constitue un dernier recours dans la panoplie des soutiens aux populations démunies. Les politiques sociales contemporaines qui s’attaquent indirectement à la satisfaction des besoins alimentaires par le biais des revenus de transfert n’ont pas abouti à la disparition de ces pratiques fort anciennes. L’objet de cet article consiste à poser les premiers jalons d’une histoire institutionnelle du secours alimentaire en resituant le rôle alternatif des institutions publiques et des associations et en précisant le contenu de leurs interventions. En toile de fond, il apparaît que la pratique des secours alimentaires est indissociable de l’attitude prise par une société envers ses pauvres.
Abstract
Food aid is a last resort among the range of ways of providing assistance to the needy. Contemporary social policies that indirectly deal with meeting dietary needs through income redistribution have not brought about an end to this very old practice. The aim of this article is to begin paving the way towards an institutional history of food aid by showing the respective roles of public institutions and associations and detailing the nature of their work. Underlying this approach is the realization that the practice of providing food aid is inseparably linked to society's attitude towards the poor.
