Abstract
In recent years, many studies have focused on public consultation methods that foster deliberation and dialogue between citizens and decision-makers. The participation experience analysed in this article fits within this current. Citizens from the Charlevoix region were invited to examine and debate the financing of local health and social services programs during a series of panel discussions organized with the collaboration of the regional authorities responsible for allocating budgets in these areas. The research aimed to assess the quality of the process and the results according to three criteria : the epistemic value of the deliberation, its “transformational” value, and its legitimizing value. The data from the Charlevoix experience lead notably to the conclusion that there is potential for reduction of the gap between the preferences expressed by citizens and the approaches chosen by the public authorities, provided that a certain number of principles are respected in the choice of the participatory technique and in the way it is used.
