Résumé
Comment devrions-nous conceptualiser les faiblesses de la gouvernance mondiale associée à la récente crise financière mondiale ? Nous soutenons que la gouvernance mondiale financière a pu être caractérisée par l’intrication d’un système de communication et de coordination, responsable de quelques réussites majeures. Ses échecs peuvent être conceptualisés à la fois en termes de manque de capacités institutionnelles d’une part, de représentation et de responsabilité d’autre part. Ces problèmes ne sont cependant pas spécifiques au domaine de la finance, et envahissent d’autres domaines tels que les systèmes de sécurité et la gouvernance environnementale mondiale. Ainsi, les défaillances dans la gouvernance financière mondiale peuvent être englobées dans le défi plus vaste qu’impose une gouvernance mondiale, avec des racines et des causes plus profondes que la plupart des études universitaires s’attachent à démontrer.

Abstract
How should we conceptualize the weaknesses in global governance associated with the recent global financial crisis ? We argue that global financial governance has been characterized by a complex overlapping system of communication and coordination. While there have been important successes in this system, its failings can be conceptualized both in terms of a lack of institutional capabilities on the one hand, and failures associated with accountability and representation on the other. These problems are however not unique to the domain of finance, and actually pervade other areas such as the security system and global environmental governance. As such, the failures in global financial governance can be seen as part of broader global governance challenges, with deeper roots and causes than most scholarship is prone to think.

¿Cómo conceptualizamos la deficiencia en la gobernabilidad mundial asociada a la reciente crisis financiera global ? Aquí argumentamos que la gobernabilidad financiera global ha sido caracterizada por un sistema complejo imbricado de comunicaciones y coordinación. Mientras han tenido lugar importantes éxitos en este sistema, sus fallas pueden ser conceptualizadas tanto en términos de falta de capacidades institucionales, por una parte, como, por otra parte, fallas asociadas a la rendición de cuentas y a la representación. Estos problemas no son, sin embargo, únicos en el área de las finanzas : en realidad éstos se extienden a otras áreas tales como los sistemas de seguridad y la gobernabilidad ambiental global. De esta manera, las fallas en la gobernabilidad financiera global pueden ser vistas como parte de unos desafíos mayores de la gobernabilidad global, que presentan raíces y causas profundas, y a propósito de los cuales muchos eruditos se inclinan a reflexionar.
