Le discours comptable comme conditionnement de l’opinion publique. Le cas d’Hydro-Québec Accounting Discourse as Conditioning. The Case of Hydro-Québec

Hydro-Québec est la plus grande entreprise du Québec. Elle occupe une position de quasi-monopole dans la production et la distribution de l’électricité. Malgré son statut particulier tant au niveau économique que dans l’imaginaire des Québécois, comme toutes les entreprises, elle a besoin qu’on en reconnaisse la légitimité pour pouvoir fonctionner dans la société. Mais le caractère étatique de la société d’État donnera une forme un peu particulière à cette légitimité. La légitimité se construit, se répare et se refait principalement à travers des offensives discursives. Le discours comptable se présente comme l’un de ces outils de légitimation. Au cours des années, Hydro a utilisé des concepts comptables – profit, coût, etc. – pour créer un discours légitimant ses choix politico-économiques et, notamment, ses choix tarifaires. Nous voulons ici décrire l’utilisation des concepts comptables dans la production du discours narratif d’Hydro-Québec avalisant l’interfinancement tarifaire, la présence des réserves, les profits à l’exportation, les pertes de la division Distribution et les coûts pour se conformer aux IFRS (International Financial Reporting Standards). Ces éléments sont essentiels pour construire la légitimité dont Hydro a besoin pour fonctionner sans entraves dans la société québécoise. Sans cette légitimité, par exemple, les propositions avancées en faveur de sa privatisation pourraient prévaloir sur celles qui préconisent son maintien dans le giron de l’État.

Abstract

HydroQuébec is the largest corporation in Quebec, enjoying a near monopoly in the production and distribution of electricity. Despite its unique position in Quebec’s economy and collective imagination, Hydro-Quebec’s legitimacy must be recognized in order to function properly within society. Moreover, the public dimension of the Governmentowned Corporation gives a particular form to this legitimacy. Legitimacy is built, maintained and reconstructed mainly through discursive offensives. The accounting discourse is one of the tools used to build legitimacy. Through the years, Hydro-Quebec has used accounting concepts (profit, costs, benefits, etc.) to generate a discourse aiming to legitimize its politicoeconomic choices, most notably its tariff choices. This paper seeks to describe Hydro-Quebec’s use of accounting concepts in the production of narratives used to support the notions of inter-financing between tariff categories, the existence of reserves, the existence of profits from exportations, the losses of the distribution division, and the cost of conforming to the new International Accounting Standards (IFRS). These elements are essential to building the legitimacy needed by Hydro-Quebec to function freely within Quebec society. Without this legitimacy, for instance, the pressure to privatize the corporation might prevail over its maintenance within the confines of public domain.
