In July 1552 the city of Siena rebelled against its Spanish overlords that had either influenced or directed the Republic’s government for several years, threw out the Spanish garrison that controlled the city, and open its doors to a French army sent by King Henri II to protect the city and bring it into the French sphere of influence. The man in charge of this army was the French marshal Blaise de Monluc (1500–1577), who arrived shortly after the anti-Spanish insurrection and remained until the end of the siege when the city, exhausted and depleted, finally surrendered to a mercenary army hired by the duke of Florence, Cosimo I de’ Medici, on behalf of Emperor Charles V von Habsburg. In his memoires of his military campaigns, Blaise de Monluc recalls his Sienese years and especially the valour of the women of Siena who contributed in no small way to the defence of their city. This article outlines the events before and during the siege and Monluc’s comments about the women of Siena. It then analyses these comments in order to gain a better understanding of what, exactly, the women did for their city and who these women were.

This text has for origin the observation of a dialogue organized by the conurbation of Niort around its future cultural skill. It turns to the contradictions, tensions and repositionings revealed on this occasion by the actors in presence. This exercise updated quite at the same time practices of collective action around the culture, the results out of step with the social investment which they suppose as well as supports and moving problems at stakes. The change affecting the collective conducts, already underlined by the author in 2003, hardened and diversified. The indecision of collective action, the resources for the organized action, is a problem for sociocultural community developpers and educators. The analysis consists in seeing how cultural actors are also absorbed, in different ways, by this indecision.

Socio-cultural community development is defined in Algeria in the context of the social evolution that followed the period of independence. The oldest studies find the emergence of modern animation in connection with the birth of the State and the formation of national identity. The following text seeks to situate the meaning of expression and the activities which this trend of intervention has given rise to in this new socio-cultural, economic and political environment. From the outset, we must admit a plurality of forms of understanding and application of socio-cultural community development according to the communities that mobilize it in order to promote culture despite the absence of an explicit strategy. It should also be agreed that there are porous boundaries between social work and other professional fields in socio-cultural community development work. What we are looking for in this debate is to recall the little-known contribution of animation to the occupation of public space and to expose community activity as it unfolds as people engage in action.
