Initiatives on behalf of sustainable development are often criticized for inadequate consideration and advice of local issues and replication of decontextualized good practices only. This is particularly the case in Arab countries with authoritarian regimes. This article reviews the experience of the Development Strategy of Greater Sfax, considered as a success by many international, Tunisian and Sfaxian actors. We seek to identify the factors behind this relative success, while emphasizing the limits of this experiment. The article first presents the debate on sustainable urban development in Arab countries and especially in the Tunisian context. Then it analyzes the experience of Sfax emphasizing the role of international institutions which played a major role in launching the process, the nature of interactions between participants in the strategy development, including the role taken by local actors from the civil society, and the argumentation used to reach this consensus. Examining two projects from this strategy, the paper considers the inclusion in the local history of development as an essential condition for the continuation of this process. However, by focusing on the development of these projects until the current period of political change, the article also highlights the limits of consensus, including in particular the tensions that arise around the social issue.

In professional settings translation evaluation has always been weighed down by the albatross of subjectivity to the detriment of both evaluators as clients and translators as service providers. But perhaps this burden can be lightened, through ongoing evaluator feedback and exchange that foster objectivity among the evaluators while sharpening the professional skills and recognition of the translators. The purpose of this paper is to explore the promising avenues that a corpus-based evaluation approach can possibly offer them. Using the Corpus of Contemporary American English (COCA) for evaluation purposes in a professional setting, the approach adopted for this study regards translation evaluation as a means to a worthwhile end, in a nutshell, better translations. This approach also illustrates how the unique features of the corpus can minimize subjectivity in translation evaluation; this in turn leads to translations of superior quality.

The election of the Harper government is generating a debate among scholars who study Canadian foreign policy. Given the conclusions they have reached to date, other case studies are necessary to contribute to this debate. This article seeks to answer the following question : is Canadian foreign policy formulated and implemented in accordance with the dominant idea or from a strategic neocontinentalist perspective ? A hypothesis regarding the emergence of a neocontinentalist vision will be tested by examining Canada's Iranian policy. Indeed, while it is seen as an important policy by the current government, it remains poorly documented.

The purpose of this paper is to enlighten the effects of the participation to a collective network on social innovation in an enterprise. The author tries to measure the role of the three dimensions of social capital (that is, social interactions, trust and shared vision between the members) and that of the collective structures in the innovation process and the social innovation. This research is based on a study led with a sample of French social companies. The results tend partially to support the hypothesis of a significant relation between (1) social capital and support of a collective network and (2) exchanges and shared experiences, the latter having an impact on (3) process of innovation and social innovation. The persons in charge of the federative structures of the Social Economy will find here arguments to convince managers of social companies, concerned to show their difference with those of the Standard Economy, of getting involved in these networks, places of sharing experiences and sources of social innovation.

This paper highlights the tensions that stem from the language-nationalism link in Acadian New Brunswick with regards to immigration policies and to the integration of francophone immigrants. It shows that the Acadian activist associations legitimize immigration through a modernist ideology of the nation that makes French language the main collective marker of identity. However, through the accounts of francophone immigrants, I identify two contradictions with respect to this linguistic nationalism: first, sharing a language does not necessarily imply a strong involvement in the “cause” of the minority; second, to be included as an Acadian, elements of legitimacy and solidarity other than language come into play.

Over the past 30 years considerable progress has been made with regard to the delivery of services and professional training in the area of health and social services for the French-language population of Manitoba. The aim of this study is to gain insight into the client's perspective with respect to access and obstacles preventing access to these services. Services in French are important, particularly for elderly and immigrant clients. On average, half of the participants request services in French, but only one quarter report receiving them. A shortage of professionals able to provide services in French is perceived as the greatest barrier to access. A pro-active approach is essential to provide care to the client in his or her language of choice.

This article examines language choices of official-language minorities with regards to their use of five types of media (radio, television, newspapers, books, internet). Their choices of English language media in Quebec and French language media in the other provinces are linked to the availability of minority language media in their province of residence and to the weight that the official language minority group represents within the municipality of residence. Although the weight of the group is the strongest of the two indicators, results show that both variables help to better understand the minority group's use of media.

For many researchers, science journalism finds itself at an impasse. While cultivating the illusion that scientific knowledge is being shared, it actually reinforces the schism between science and everyday knowledge and emphasizes the distance between them. In this article, we will show that, although science journalism may fail to teach about science, it succeeds in creating a cultural space we call a “third space.” This new space borrows from both science and daily life, and is an extension of scholarly research located within the boundaries of day-to-day, common knowledge.
