    Against the background of the latest vehement discussions in West-Germany on the implementation of the NATO twin-track-decision this article analyses the current concepts of security and détente presented by the main political forces as well as their historical dimensions. The Christian Democrat/Liberal government pursues a pragmatic Atlanticist security policy, which is based largely upon Adenauer's principles such as exclusive definition of West German interests in the framework of the Alliance, rejection of one-sided disarmament and nuclear disengagement. Nevertheless, the government Kohl has adopted the main instruments of the new "Ostpolitik" in order to establish the calculability of West German policy in East and West. Détente is no considered as a political aim in itself. The Social Democrat concept of a security partnership with the East is strongly influenced by the principles and methods underlying the new "Ostpolitik". This concept aims at the creation of a denuclearized zone in Central Europe in order to facilitate a real détente between East and West. An optimistic view or détente appears to be an essential element of the political identity of the SPD. The ideas of the Greens and the "Peace Movement" - unilateral disarmament, creation of a denuclearized zone, renunciation on "first Use" - are variations of the pacifistic concepts already developped in the 1950's. The main reason for the formation of the "Peace Movement" is a change in West German political culture involving above all the younger population.

    AbstractIn this article, we report an exploratory investigation carried amongst new Canadian citizens originating from non-democratic countries. Our study is based on the analysis of 30 interviews with Montrealers from Haiti, Lebanon and Peru. The variables presented here are most likely to explain their perceptions with regard to the Canadian and Québécois political systems and their political behaviors. We are particularly interested in the interrelation- ships between three groups of variables: political, psychological and socio-demographic.

    AbstractOriginating from a study of biographical data of parliament representatives elected from 1946 to 1998, we attempted to detect changes in parliamentary recruiting patterns observed throughout the last five decades. High levels of parliamentary renewal have offered access opportunities to outsiders, who arrive at the national legislature after a brief political career and, frequently, at a late period of their lives. The analysis of political party links allowed the identification of an increase in changes among political parties and a decrease in the affiliation period previous to obtaining parliamentary seats. The results suggest the existence of erosion in the political field, demanding a review in the image of parliamentary representation in Brazil, traditionally described as oligarchic, formed by individuals who monopolize the access to elective posts.

    In Latin America, aesthetic views often refer to politics. For years in Brazil, the Anthropophagous Movement was the expression of the gestation of those views aspiring to some political change. According to the anthropophagous code, Glauber Rocha's reasoning will not only consider the poem as an act of resistance but as a revolutionary praxis as well. A revolutionary praxis which confirms the concept of truth as a way of existence.
