The severity of the problem of illegal immigration by sea has been highlighted collectively by the States. If there is no doubt that the number of illegal immigrants using sea routes is significantly lower than those opting for crossing land or air borders, this migration route is the most worrying one due to its consequences in terms of human lives.The public international law struggles to find an appropriate legal solution, the existing regulations seem inadequate or insufficient. Caught by the dramatic headlines, the law is facing a bitter reality, the rules of the Law of the Sea and the general international law which do not address correctly the issues that states are facing and above all their concern about immigration control, traffic prevention and human trafficking. However, tragic events in the last decades raised awareness among the international community about the severity of this phenomenon and its consequences. This awareness was necessary for the development of states' practices and the international rules. Then, the international cooperation provides a glimpse of avenues, very few right now, to better handle these challenges and to help avoid human tragedies.Then, new techniques need to be created, with the development of the international cooperation among states of a same region. They will take effect by pulling resources to fight illegal immigration by sea and overcome the shortcomings of international law towards illegal immigration by sea.

Sedengal is a village in Guinea-Bissau. In this country, 90% of the adult population is illiterate and a literacy programme has always been one of the main priorities in the political programme of the "African Party for the Independence of Guinea and the Cape Verde Islands".The literacy programme is based on the following postulate: literacy can only mean something if it becomes a tool in daily life for learning more about one's environment and how to organize to change it. More specifically, the literacy programme must be useful in increasing production and helping to satisfy the basic collective needs of the people. Thus, the literacy programme is closely connected to the rural development and health education programmes as well as to the work of the political organizations of the people, (youth groups, women's groups and workers' groups).This article describes the way these principles are applied in the village of Sedengal where the peasants are actors in an education process that help them change daily life in the whole community.

À l'aide des microdonnées du recensement de 2000 et des données administratives sur l'éducation et en s'appuyant sur : 1) les scénarios concernant l'évolution démographique, d'éducation et d'activité économique et 2)un modèle de microsimulation, on a projeté pour la période 2000 à 2025, certaines caractéristiques et comportements démographiques et socio-économiques de la population du Cap-Vert, notamment ceux liés à l'évolution du statut d'activité. Selon le scénario le plus plausible, à l'horizon 2025, le pays se trouvera à l'étape avancée de la seconde phase de sa transition démographique.
