The project of care of a private psychiatric hospital for teenagers articulates in an innovative approach of the management of the patient care, studies and sociocultural community development, including artists’ presence around a circassian speciality developed by the establishment. The professionals sociocultural community developpers seem here closely associated to the medical team in a global and multidimensional design of the care. However, while the interweaving of three logics is validated by the institution, the empirical investigation reveals tensions between the visions and the roles of the various categories of professionals. It demonstrates that the function of the sociocultural community development, still widely subjected to the logic and to the imperatives of the care, has to fight for the respect of its specificity.

Linking International Law (IL) and International Relations (IR) is a significant challenge in itself. In addition, the way this linkage was constructed and the use of of IL simply as to written norms hamper its development. Building on insights from IL and using a definition that captures the dynamic aspect of legal phenomena open new analytical perspectives, including the one of interpretation of international norms. We adopt this interdisciplinary approach to understand the inconsistent application of democratic clauses. The analysis of the elements of the interpretation process – the norm, the factual situation, and the interpreter – allows for distinguishing both the intervening factors and the nature of the concerned legal obligations. Different normative engagements explain how those elements combine and provide the frame for application of democratic clauses.

This special issue showcases some contributions presented during the symposium “Arctic policies in perspective” which was held at Sciences Po, in Paris, on December 18 and 19, 2019. These two days of discussions aimed at shedding light on the Arctic in a context of the international development of the region, where the signs of cooperation are always vibrant, as indicated by the signing of the moratorium to ban fishing in the central Arctic Ocean. At the same time, weak signals would indicate an increase in security tensions with the jamming of the gps disrupting civil aviation in the Barents region or the return of the United States Navy to Iceland. Far from an image of a unified, frozen and exotic space, the Arctic is now being recognized as a space at the heart of international relations. This special issue is therefore dedicated to discussing and reflecting on the diversity of these Arctic worlds, based on innovative and transdisciplinary research. The links between different prisms of analysis - geographic, strategic, historical, political science - make it possible to see in the Arctic Ocean and the circumpolar territories a space particularly sensitive to the recomposition of the international political scene as to the climatic upheavals which modify singularly this vulnerable region.

AbstractAssessment of the implementation of an innovative experience: network of integrated services for the elderly in the Bois-Franc region Conscious of problems related to coordination of services for the elderly on its territory, the working group on health and social services of the Bois-Francs in the Mauricie and Centre-du-Québec regions implemented in February 1997, after two years of planning, a new coordination model of services for the frail elderly. This model is innovative because it combines the unique entry, case management, individualized services plan as well as the presence of three levels of concertation : strategic, tactical and clinical. The model also has the characteristic of offering comprehensive services to the elderly. This article describes the major results of an assessment of the implementation and process of this model. This assessment aimed at documenting the activities and functions of the coordination mecanism of services in order to see to what extent the model implemented and its functionning is close or not to the one proposed and this, in a perspective of bringing the necessary adjustments. The major results on clientele reached, various functions of a team of case managers and organization of work are discussed in the light of other studies on coordination of services for frail older people. Suggestions regarding these results and those pertaining to efficiency and cost in another study are made in order to improve the efficiency of the model. Many components of this new model could be applied to other clientele.

AbstractAlcoholism is recognized as a major health problem among the native populations of Brazil and is associated with high rates of violence and suicide. However, only recently have the governmental agencies concerned with Indian Health begun to support research and programs for control and prevention. In reality, very little is known about drinking behavior among the Indians beyond certain stereotypes or use of a biomedical diagnosis. A review of comparative data about alcohol and other substance abuse in other parts of the world is made in order to argue that social environment may be more useful for understanding the problem than universal biomedical criteria. Based on this data, as well as the little that is known about contemporary drinking habits among the Brazilian Indians, the paper questions the utility of the label “alcoholism” for the development of prevention programs among Indian populations. The problems resulting from abuse of alcohol can only be understood and successfully addressed by critically examining the marginal position that the Indian in the Brazilian society.

This article examines the way an African geographer, Cheikh Ba, redefined the boundary drawn by the Africanist geography of Paul Pélissier, his mentor. It analyzes the contents of their theses, bibliographies, references included in texts, and correspondences in order to clearly define their epistemic field. It also characterizes the circulation of knowledge and studies their differentiated relationship to colonial and post-colonial political systems and geographical discipline. The findings show that Paul Pélissier and Cheikh Ba respectively spearheaded research for about half a century (from 1951 to 2000) in the two major areas of rural geography in Senegal: agriculture and livestock. Even if both researchers developed similar issues and topics, their approaches in dealing with them are different. Political geography, geopolitics and the difference in scale in terms of space and time are the tokens of rebirth that Cheikh Ba has exemplified as an exclusive African imprint.

A study of the learning climate poses to the researcher the question of a judicious and enlightened choice when comes the time to use the appropriate instrument to measure this phenomenon. The author has tempted to fill this need by examining a few categories of measuring instruments and by proposing one which he has adapted to a Canadian context in the French language. Introducing his analysis by a learning climate definition outline, the author of this article has limited himself to the measuring instruments aimed at this concept to be used in college and university environments.

How legitimate is the use of numbers by linguistic operators zero, phase 1 and phase 2? It seems that these references to the philosophy of mathematics pose a problem that is inherently tied to the core of the science of linguistics. The Peircean categories of firstness, secondness and thirdness not only offer terminogical solutions, but also corollary epistemological openings that allow for the substitution of linguistic's empiricism by a semiotic basis.

AbstractThe transnationalization of collective action involves the rescaling of social movement activity. Scale and the politics of scale have received little attention from sociologists and political scientists. They are, however, central to Anglo-Saxon critical geography, where they have spurred the development of an emergent field of research on transnationalization. This article aims at making visible the theoretical developments and programmatic orientations of this body of work. Attention is directed towards processes of construction of a transnational scale of organisation and movement activity, the multiscalar character of transnational collective action, and the enduring role of « place » in the upscaling of collective framings.
