Created in 1919, the National Organization for Children made its debut as an innovative institution in the field of child welfare. Inspired by the notion of the interest of the child, the Organization adopted an approach that was preventive, but also controlling, towards the families of the working class.Working conditions, relations with the medical profession, and with their associations, demonstrate to what extent the supervision of child welfare was influenced by hygiene.Today, the introduction of the computer permits access to high-risk populations, without the workers of the N.O.C. necessarily evaluating the effects of this type of administration.
