Coopération internationale de proximité. Histoire, fondements et enjeux actuels des OCI du Québec International Community Based Cooperation: History, Foundations, and Current Issues of Québec 's OIC

La mondialisation néolibérale représente indiscutablement une tendance forte et durable. Mais la trajectoire de cette mondialisation des sociétés n’est pas à sens unique. En effet, un mouvement citoyen international a ouvert une brèche, notamment à partir du Forum social mondial et de l’émergence de nouveaux réseaux internationaux, dont ceux des organisations et des entreprises collectives (coopératives, mutuelles et associations). Le Québec est très engagé dans ces nouvelles dynamiques de coopération au développement : l’Union des producteurs agricoles (UPA), la CSN et la FTQ, le Mouvement Desjardins, etc. C’est aussi une cinquantaine d’organisations de coopération internationale (OCI) québécoises — regroupées au sein de l’Association québécoise des organisations de coopération internationale (AQOCI) — qui travaillent, bon an mal an, avec l’apport de centaines de coopérants, sur place dans les pays du Sud et au Québec, à l’organisation des communautés et à l’animation de projets de développement. Non seulement des initiatives locales et bilatérales ont-elles pris forme depuis deux ou trois décennies dans le cadre d’une coopération internationale de proximité, mais le Québec est aussi porteur d’initiatives Nord-Sud d’envergure internationale. Le présent texte analyse ce parcours qui se dessine depuis 50 ans.

Abstract

Neoliberal globalization indisputably represents a strong and enduring trend. But the trajectory of this societal globalization is hardly one-way. Indeed an international citizen's movement has begun the work of creating a cooperative globalization, notably starting from the Forum social mondial (Global Social Forum) and the emergence of new international networks including collective organizations and enterprises (cooperatives, mutual insurance companies, and associations). Québec is very engaged in these new cooperative development initiatives: the Union des producteurs agricoles (UPA, Agricultural Producers' Union), the CSN and the FTQ, the Mouvement Desjardins... But there are also fifty Québécois organizations of international cooperation (OIC) — brought together within the Association québécoise des organizations de cooperation internationale (AQOCI, Québécois Association of Organizations of International Cooperation) — which work, day in and day out, with the participation of hundreds of partners, on-site in the South and here, in the organization of communities and coordination of development projects. Not only have local and bilateral initiatives taken shape over the past two or three decades within the framework of an international cooperation ofproximity, but Québec is carrying out North-South initiatives on an international scale. This text analyzes the development of this movement that took root in the last fifty years.
