In the context of the implementation of program evaluation, the evaluators frequently make a conformity evaluation. This type of evaluation consists in the measurement of level of respect to the initial model proposed in this program. It is not sufficient to explain the differences observed between the initial planning and the program actually implemented. In the context of two evaluations of large-scale strategies, the Youth Montreal Project and the New approach, New strategy (NANS), a conceptual framework inspired by the literature in the field of the organizational analysis and the sociology of the innovation was used to analyse the application of these programs. The utility of such framework is illustrated from the results of these two evaluation projects.

In this article, we analyze women's access to law according to the Luhmanian dialectic of inclusion and exclusion within systems. Based on the results of an 8-month ethnographic study conducted with groups of women in North Kivu (DRC) in 2011 and 2012, we will see that the local community plays a decisive role in the conditions of inclusion of women within other social systems. Moreover, as a historically marginalized group, women find themselves “under-integrated” within social systems. This means that they cannot enjoy the benefits of legal and normative systems, such as the protection of their rights, while having to submit to the duties and responsibilities imposed by these coercive structures. They also disproportionately suffer from their punitive forces. Therefore, women must implement invisibility strategies through their network, a structure that escapes the monopoly of the community system on individuals, in order to satisfy some of their fundamental rights.

This article outlines the main success conditions and issues experienced for a concertation strategy in domestic violence and child maltreatment developed and implemented in Quebec City. The professionals who have experienced this strategy evaluated it by completing auto-administered questionnaires. Results indicate that power struggles, lack of time and absence of some clinical expertise are issues during concertation. The positive attitude of professionals, the presence of a group facilitator, the clarification of roles and mandates, and the presence of all the professionals concerned are success conditions.
