    This article is a reflection on policy evaluation practices in Québec Ministry of Health and Social Services. It proposes different ways of improving the linkages between policy implementation and evaluation. The strategy of « accompanying evaluation », which is presented in the article, does not constitute a new type of evaluation. It serves rather to promote an open-minded attitude on the part of the evaluator concerning the realities of implementing policies. A discussion of the evaluation of Québec's mental health policy illustrates the approach.

    This article examines the « external relations policy » of the components of the Belgian state, which is characterized by a mixture of para-diplomacy and diplomacy. To address this subject, three parameters have been selected: foreign policy, regional power (capacity), and political identity. This choice is justified by the assertion, on the international stage, of a double political identity (regional and state) by Belgium's federated entities. This study, for obvious reasons specific to Belgium's case, stresses the international extension of internal factors. It shows the extent to which the « political identity » variable induces international strategies that have become differentiated between Belgium's Regions and Communities.

    Anticipations of future and differentiation of relations to politics of youths from the working class. An ethnographic inquiry in Parisian suburbs – Through an ethnographic survey based on the complementarity of observations and of in-depth interviews in Parisian suburbs, the article points out that relations to politics of youths from the working class are differentiated and partly linked to contrasting anticipations of the future. The configurational analysis of their social characteristics emphasizes several attitudes regarding the political world. If many youths from the working class are not much invested, such non-involvement can be read on many different levels. As the majority of youth, some of them consider an eventual involvement while others exclude it, under different forms. Socialization by anticipation of a few, with particular social characteristics, encourages their political involvement. This article thus underlines the importance of the anticipation of the future, linked to other characteristics, to understand the differentiation of the relations to politics of youths from working class.

    AbstractIn this article, the author analyzes the social construction of political problems in public policies, through the study of the links between politics and technique, in urban planning projects in Paris, France. Both technical aspects and political aspects are likely to change. In particular, technical problems sometimes become political problems through action. Those processes, which we will call “political problematisation” of technical questions, can lead to the construction of the legitimacy of those questions in the public debate, as well as that of the actors who are able to ask those questions.

    AbstractThis study attempts to show the effects of an increase of ethnic diversity in elected assemblies. Using in-depth interviews made with elected municipal officials from ethnic groups in the city of Montreal, the following questions were analysed : 1. What do the elected officials interviewed think of the political game at the municipal level ? Since they are a minority, do they feel marginalized or discriminated against ? 2. What is the contribution of ethnic minorities to the approach taken towards political and social issues ? Do they add a new perspective in the apprehension of those issues ? These questions lead to new ideas regarding the political representation of minorities in Canada. These new suggestions come from the answer to the following question : Should we look at a « normalization », « de-ethnicization » or a « political integration » to study the capacity of political systems to open themselves to new segments of the population ?

    This article examines the origins and foundations of the vision of international relations within certain political Islam movements. By examining the principles on which leading creators of the doctrine base their conception of world politics, we can better understand the constants and breaks that characterize Islamism as a framework for thinking about global power relationships. The article also draws on specific examples (Muslim Brotherhood in Egypt, Ennahda in Tunisia, and the Justice and Development Party in Morocco) to underline the importance of national contexts in shaping the doctrine developed by these movements. Given the central importance of ideal constructions in Islam, we conclude that one of the most relevant interpretative strategies available to researchers seeking to examine how political Islam views international relations is constructivism.

    AbstractThis article aims to show the relevance of the reception of the political theology of J.B. Metz in some theologians concerned with the political dimension of the Christian faith. The study presents the immediate reactions at the theological project of Metz before focusing on its reception by contemporary theologians. Firstly, J. Milbank considers the thought of Metz by confronting it with his program of Radical Orthodoxy. Secondly, one meets H.-J. Gagey and J.-L. Souletie, which evaluate the political force of the theology of Metz. Lastly, the writings of L. Boeve incorporate certain aspects of the thought of the German theologian. To conclude, the article proposes a synthetic and critical appraisal of this reception, with the concern of showing the relevance of the political theology of Metz and its capacity to stimulate the thinking about the relationship between faith and society.
