    Although the entry of Central Europe's new democracies into the Council of Europe proceeded rapidly and met little resistance, the Soviet federation's breakup has provided an opportunity to specify the criteria for admission to this organization. In regard to new candidacies for membership, it is worth recalling that member states must be sovereign states that respect fundamental rights and freedoms. Here, we have states whose independence was open to dispute, lying at the outermost limits of Europe, and seeking to free themselves from seventy-four years of "socialist democracy". This being the case, the Council of Europe must arbitrate between the particularises of its status, the necessities of diplomacy, and its willingness to open it self up.

    The transformation of the state in western Europe, together with European integration, offer new possibilities for minority nations. Spain has always been a multinational state. Its diversity has caused conflicts, especially since the nineteenth century. For nationalists and regionalists in Catalonia, the Basque Country and Galicia, the European Union represents a new political arena in which to express their autonomist demands. In the new European political game, the nationalists' strategy is to seek opportunities to increase their margin of autonomy while remaining ambivalent about their ultimate aims. For some, the final goal is independence within the European Union, while others seek new forms of autonomy in a transformed Europe. The three historic nationalities have adopted different strategies, corresponding to their distinct traditions and political choices

    At the occasion of the seventieth anniversary, the author suggests a few reflections on the influence of the European Convention on Human Rights (ECHR) while the European construction appears threatened. Constituting the basis of this construction, the ECHR could see its role expand if it is able to face the complaints aimed at it. This article outlines the history, legal impact, philosophy, but also the political aspects of the European text. Reminding its deep ancestry as well as its humanistic and democratic spirit constructed in reaction to the totalitarian regimes of the interwar period, the author sheds light upon the political and economic mutation of the post-war period which contributes to the weakening of its basis. At a time of a political and economic European construction undermined by the sovereign will of some states, the author asserts the philosophical foundations of the European ideal to the aid of a cantilevered text, dubbed by jurists and humanist practitioners, unrecognized by peoples and feared by national governments. Embodiment of European Humanism, the ECHR is suspected of the most vile acts of turpitude, even though it speaks volumes about the purpose of to the European construction and appears to be the most qualified to ensure its survival and outreach.
