In small numbers, first of all during the American Revolution (1775-1781) and in the wake of the Insurrection of 1837-1838 in Lower Canada, but especially by the thousands between the American Civil War (1861-1865) and the Great Depression of the 1930s, Québécois in search of a better life settled in New England. Today, their descendants, the Franco-Americans, total more than three million, or nearly half of Québec's present population. As a means of preserving and promoting more or less successfully the French language and Franco-American culture while becoming integrated into the American way of life, institutions of all types were created. Professor emerita of French, author, translator, president of the Fédération féminine franco-américaine and founding director of the Institut français of Assumption College, Claire Quintal ranks among those dynamic individuals to whom is owed the miracle of a francophone minority still in existence in New England nowadays.

AbstractThis article attempts to verify and evaluate the importance of certain errors and the improvement of students' linguistic performance using a process of observation and analysis of the function of spatial reference. Following a lexical examination of spatial reference, the author notes that the analysis of occurrences could lead to an understanding of students' productions as well as the adoption of didactic approaches to improve language mastery. This research contributes to studies of strategies and productions of students of French, as a non-mother tongue language, specifically in Cameroon where questions regarding the teaching of French are gaining importance.

A quantitative and qualitative study of the benthos of Ruisseau des Anges (Montcalm County, Quebec), in an agricultural area, in 1986 to 1988 was undertaken to evaluate the effects of ditching operations in 1987.Sampling included upstream zones where the ditching occurred, downstream stations, and control areas. All streams were enriched, particularly in nitrogen, and their benthic fauna was dominated by Tubificidae (Oligochaeta). Even the control area had a reduced fauna dominated by Chironomidae (Diptera), Sphaeriidae (Mollusca), Elmidae (Coleoptera) and Sialidae (Megaloptera), all resistant to pollution. The ditching operations eliminated the accumulated mud and destroyed the vegetation winch choked the streams. This allowed a colonization by Chironomidae. However, by the fall of 1988 much silting had occurred and the Tubificidae reestablished, though not in the high densities of 1986. Any improvement of the benthic fauna was marginal and shortlived, as silting and organic pollution restored the degradated conditions in the absence of erosion control. The use of several biotic indices to assess stream conditions showed that these are often unsatisfactory in lowland streams.

The purpose of the present paper is to move closer to two registers of knowledge : SMEs' offshoring and SMEs' networks. In order to, the Uppsala model and isomorphism concept to highlight the role of networks, inter-organizational or interpersonal, on SMEs' offshoring decisions. This analysis of the literature will be confronted to a qualitative study realized on two SMEs belonging to the same network. The results shows that networks can encourage a SMEs' offshoring-induced via a mimetic isomorphism and can stop this strategy via a coercive isomorphism.

AbstractThe research project concerns language socialization among urban immigrant adolescents. A large number of interactions shows that among the factors that play a role in rising to peer social status and in acquiring certain language features, space seems to be important. As well, the subjects identified as leaders seem to have an affirmative and representational function in terrritorilized spaces that do not necessarily correspond to exogene categories, be they administrative, media or popular. I will attempt to determine to what extent and how territories and reference spaces are constructed, and with what characteristics they are associated with respect to language practices and identity building.

This article analyzes the quantification instruments of public action to fight against school dropout in France and in Quebec. This comparison of an instrumentation within its national context enables us to discuss the effects of perspective generated by the use of a wide variety of quantification instruments. The assessment of the scope of the phenomenon calls for a multi-scalar approach on a national, supranational, regional and local level. It shows that the exigencies of a statistical instrumentation moved from a priority given to interstate comparison to a priority given to the estimation of regional or local indicators aimed at mobilizing and enabling field actors. It reveals the political role of the variety of definitions (categories of equivalence), indicators (frequencies or percentages), ranking scales and thresholds of comparison. They provide, in fine, rhetorical repertoires to national and regional actors mobilized either for accrediting an emergency to act or to demonstrate the efficacy of the action undertaken.

AbstractThis paper deals with monetary localism. It is defined as the organization of a location of exchanges within a specific space by means of an adaptation of the existing monetary system or the construction of a proper monetary system. The paper brings up the forms taken by monetary localism since the 1980's, which experiences a very strong dynamics. It distinguishes between three localisms: a State territorial localism, an infra-State territorial localism and a community localism. It draws four rationalities whose diverse combinations characterize the varied cases of contemporary monetary localisms: to gain incomes, to protect the local space, to revitalize the local activity and to transform the nature of exchanges. Five examples illustrate these combinations. The paper argues that it can be relevant to analyze under the category of monetary localism phenomena which are however generally distinguished. Drawing rationalities at work in these phenomena enables to understand this unity beyond the variety of the forms of monetary localism.
