Over the past few years, social media has become a tool that is increasingly used in diplomatic activities. On the one hand, its large capacities for outreach and information gathering may act as a lever to defend and promote the interest of governments. On the other hand, their novelty, rapid evolution and control by private companies generate numerous challenges. This article is concerned with the way these new technologies transform the context within which diplomats are led to evolve. We will firstly present an overview of public diplomacy's transformation in the digital era. We will then describe recent diplomatic activities of Quebec, in order to better understand the effects of new technologies. We will finally focus, adopting a broader perspective, on the different possibilities offered by social media, as well as the challenges they pose. This article is part of the literature on the transformation of power relations in the digital era.

Research ethics usually determine access to digital spaces according to their private or public nature. In this article, we propose instead to question the degree of sensitivity of the data and the continuity of online and offline contexts based on epistemological reflections of “ethnographic refusal.”
